Temporary Local Rules

In addition to the local rules that can be found on the back our scorecards, there are currently some temporary local rules that are also in place across the courses at Carnoustie Golf Links.

For more details, please see below. We kindly ask all golfers to familiarise themselves with these rules before play. If you have any questions regarding the temporary local rules in place, please contact us by emailing golfdevelopment@carnoustie.com.

The Carnoustie Burnside Course:

Course: The Carnoustie Burnside Course

Hole: All Holes

Effective From: Friday 17th October 2025

Purpose
Due to the major irrigation works through the winter on The Burnside Course, a golfer may encounter an unfair lie where a ball may come to rest on the seam of newly laid turf or on the seam of turf not yet fully healed.

Temporary Local Rule
If a player's ball lies in or touches a seam of cut turf or a seam interferes with the player's area of intended swing: (a) Ball in General Area. The player may take relief under Rule 16.1b. (b) Ball on Putting Green. The player may take relief under Rule 16.1d.

But interference does not exist if the seam only interferes with the player's stance. All seams within the area of cut turf are treated as the same seam in taking relief. This means that if a player has interference from any seam after dropping the ball, the player must proceed as required under Rule 14.3c(2) even when the ball is still within one club-length of the reference point.

Penalty for Playing Ball from a Wrong Place in Breach of Local Rule: General Penalty Under Rule 14.7a.

Course: The Carnoustie Burnside Course

Holes: 1st-3rd

Effective From: 28th March 2025

Purpose
To aid the recovery of turf and grasses around the fence line that acts as the course boundary to the right of the 1st, 2nd and 3rd holes of The Burnside Course, a temporary out of bounds line will be in play just inside the fence line. To avoid any doubt about where the Out of Bounds line is, The Greens Team have defined Out of Bounds with a white line and white posts.

Course: The Carnoustie Burnside Course

Hole: All Holes

Effective From: 2nd November 2025

Purpose
Due to the major irrigation works through the winter on The Burnside Course, a golfer may encounter an unfair lie in the general area where a ball may come to rest where heavy machinery and wet ground have combined to create an abnormal ground condition. It is not feasible to define all areas with stakes or lines, therefore, all areas affected should be treated as Ground Under Repair. The rule will remain in place until the ground has recovered.

Temporary Local Rule
Ground under repair may include areas of unusual damage, including areas where heavy traffic has combined with wet conditions to alter the ground surface materially. If a player's ball lies in area that has been affected as described above:

(a) Ball in General Area. The player may take relief under Rule 16.1b.

(b) Ball on Putting Green. The player may take relief under Rule 16.1d.

The Carnoustie Buddon Course:

Course: The Carnoustie Buddon Course

Holes: 14th, 15th, 16th

Effective From: 25th March 2022

Purpose
The area defined between the newly laid turf (marked with a white line) and the perimeter fixed fencing (Out of Bounds) on the right side of the 14th, 15th and 16th holes of The Buddon Course is a no play zone that is to be treated as an abnormal course condition. Free relief must be taken from interference by the no play zone under Rule 16.1b. Please play from your nearest point of relief.
